True Democracy.

Greetings everyone.
In a Democracy politics is controlled by the population, in an aristocracy the population is controlled by politics. But some politics restrict the population of healthcare, which basically is an attempt to homicide and should be considered as treason towards Democracy. An army of volunteers is financed with tax money coming from the population, this means that the military, military police and police have become a debt of the population. But does the population still have the right to equal protection and equal treatment from the military, military police and police, or does an army of volunteers only protect aristocracy at the expenses of the population ?
To prevent marginalization it has to become the duty of the population to actively take part with society to prevent the control of aristocracy.
Civil attendance duty:
1 - Education
2 - Fire department
3 - Healthcare
4 - Justice
5 - Military
6 - Military police
7 - Police
8 - Politics
The population has the right to freedom of choice, but at the same time all state departments need to have the proper amount of employees. That is how a real democracy should function, a form of government controlled by the population instead of aristocracy. Strict background checks are essential, so that criminals & mentally unstable don't become a part of society. Forensic evidence must not be kept secret from the specific population and the specific government, because justice can't function properly without the truth, forensic evidence and eyewitness accounts.
The population always should have the right to make an objection against decisions the government makes over their personal life.
Place Human Rights on top of every society.
