They probably didn't realize the extent to which the financial institutions had raped the economy and consumers. However, with that realization, it's hard to believe that they're doing so little about it and are even preserving the system.

"We Could Never Have Anticipated" alibi - best proferred by Condi in regards to 'airplanes used as missiles', Osama Bin Laden's 'attacks on America' and a host of other readily "anticipatable" events that occurred under the watchful eye of the Bush administration. (Katrina, Iraq war disasters, Fannie Freddy, Subprime meltdown, Deficit mess, Middle Class erosion, Big 3 automaker failure, AIG, etc etc)

Seems we are not only borrowing policy and ideology from the former administration - but rhetoric too. The We Could Never Have Anticipated theme/excuse is best when applied directly on the heels of the government having just committed some staggeringly inexplicable atrocity upon the public and gotten caught in the act.... Such as the Bankster Bailout.
