In 1994, General Clark received his third star, promoted to Lieutenant General, and was named director for strategic plans and policy of the JCS. General Clark worked with the JCS as Director for Strategic Plans and Policy from 1994-1996. It was there that General Clark insisted that the Pentagon develop an exit strategy for the 1994 invasion of Haiti. It was an innovative approach, which brought together the UN and the US government, non-military elements.
During this time, General Clark ensured that the United Nations and Department of Defense worked together during the invasion of Haiti. As military aide to Chief Negotiator Richard Holbrooke, Clark helped plan and implement the military side of the Dayton Peace talks that ultimately brokered an end to the war in Bosnia.
General Clark worked for the JCS until 1996 when he was again promoted, receiving his fourth star, and assumed command of the US Southern Command based in Panama.

The Joint Chiefs of Staff (JSC) is a panel comprised of the highest-ranking members of each major branch of the armed services. It consists of the Chairman, the Vice Chairman, the Chief of Staff of the Army, the Chief of Naval Operations, the Chief of Staff of the Air Force, and the Commandant of the Marine Corps. The JSC Chairman is the principal military adviser to the President, the Secretary of Defense, and the National Security Council.
